A significant change to the way Building Control services in North East Lincolnshire and East Lindsey are provided took effect on the 1st April 2006.

The partnership gives Lincs Building Consultancy an opportunity to share resources and expertise.  It provides a modern, competitive and flexible building control service, whilst also ensuring that we deliver consistently high standards of service in this competitive commercial environment.

Lincs Building Consultancy has officers based at Manby, Cleethorpes and Skegness in addition to our dedicated plan checking team.

The Department for Communities and Local Government issued a new standard to cover Building Control in June 2006.  Lincs Building Consultancy uses this standard as the basis for its standard of service delivery. 

Lincs Building Consultancy will always be as flexible as possible in meeting the requirements of its customers while delivering a cost-effective customer focused service.  In achieving this it will prioritise its service delivery following the guidance in the Building Control Performance Standards document.

Lincs Building Consultancy has recently introduced a customer charter.  This will enable agents to sign up and before they can do this, minimum standards must be demonstrated.  This will also assist customers in selecting a reputable agent with the capabilities of providing a high level of service.  To view further information regarding the charter please follow the links below

The building control does not guarantee 100% compliant buildings. Building Control may have inspected the work, issued a decision or completion certificate.  However it does not remove the responsibility of the person undertaking the work from their responsibility in achieving compliance with the requirements of the regulations.

Building Regulation applications are considered by the Building Control Section. The main functions of this section are as follows:

  • To ensure that building work is carried out to the standards required by the Building Regulations.
  • To provide help and advice both before and after the commencement of work that is subject to the Building Regulations.
  • To provide help and advice in respect of places of Public Entertainment and Safety of Sports Grounds.
  • To provide help and advice in respect of Dangerous Structures including the issuing of appropriate notices.
  • To arrange for the appropriate notices and action in respect of Demolitions.

Our aim at all times is to provide a helpful, professional service to protect you and your environment.

We recommend that before employing a builder, customers should always ask for references and ensure that they have all of the necessary permissions. It is the owner’s responsibility to ensure that the requirements of the Building Regulations have been complied with. The inspections, which Building Control undertake should not be confused with full site supervision. For further advice on site management services you should contact your architect or builder. The approval notice and completion certificate, which the Council issue is not a guarantee or warranty and the Council are not responsible for any economic loss due to defects or failure to meet the minimum requirements of the Building Regulation.

Please note that building control only deals with the physical nature and in some circumstances you will still need to gain development control approval for any work being carried out.

What Is Building Control?

Building Control ensures that building works comply with the health, safety, energy conservation and access for the disabled requirements, as laid down in the Building Regulations and Building Acts.

Building Regulations exist to ensure that building work meets minimum standards in the following areas:

  • Safety
  • Health
  • Convenience
  • Energy Conservation

For this reason, there are guidelines about the construction of foundations, floors, wall, roofs, drains, etc. The laws about Buildings and Fire Safety are particularly complex, and it is advisable to seek advice at an early stage if you intend to make alterations to factories, shops, offices, hotels and boarding houses.

From 1 January 2005, all electrical work in dwellings will need to comply with the requirements of Approved Document P of the Building Regulations and will need to be carried out by persons who are competent to do electrical work.

From April 2002 the Regulations have been amended to include replacement windows and boiler installations.
