Taxis and PHVs - Hackney Carriage and Private Hire Vehicle Driver's Licences
 

HACKNEY CARRIAGE AND PRIVATE HIRE VEHICLE DRIVER'S LICENCES

In order to obtain a Hackney Carriage and a Private Hire Vehicle Driver's Licence you will normally need to fulfil the following criteria: -

  • Be 19 years of age or over.
  • Have held a full DVLA driving licence for a least 2 years.

Furthermore any application for a licence must be accompanied by a medical certificate completed by your Doctor stating that you are medically fit to drive either a hackney carriage or a private hire vehicle. The certificate is required as follows:

  • On first application (please note if you have previously held a licence and it has expired then it will be treated as a first application)
  • On attaining the age of 45 years.
  • From 45 years up to 65 years once every 5 years.
  • On attaining the age of 65 years annually.

The medical certificate is available from the Council's Licensing Office. The medical standard is the same as that required for a Group 2 DVLA Driver's Licence. Please note that the certificate must be completed by a medical practitioner who has full knowledge of your past medical history.

Any application must also be accompanied by:

  • The name and the address of the proprietor who intends employing you
  • All parts of your DVLA licence (original – not a photocopy)
  • Two current passport size photographs.
  • The current licence fee and any other relevant fees
  • Criminal Records Bureau Enhanced Disclosure Application form and DVLA Data Subject Enquiry Form.

The CRB and DVLA forms are also available from the Council's Licensing Team.

Driver’s licences are normally granted by this Council for a 3-year period.

On no account may you drive either a Hackney Carriage or Private Hire Vehicle before you receive the appropriate licence from this Council. 

The Council has adopted guidelines relating to the relevance of convictions in respect of hackney carriage and private hire vehicle drivers. Whilst each case will be decided on its own merits the guidelines afford a general guide on the action to be taken where relevant convictions are revealed.
