We have recently completed a full review of our statement of licensing policy after consultation with responsible authorities, stakeholders and interested parties. The policy must be reviewed every three years. This was the first review of our licensing policy since the new licensing laws came into force in November 2005 and it was an excellent opportunity to review the Council’s approach to licensing matters.
The policy relates to the licensing of alcohol premises, regulated entertainment and late night refreshment. In particular the policy is intended to guide decision makers, applicants, objectors and others regarding the decision making process. The policy outlines how the Licensing Authority will consider and determine applications under the 2003 Act.
The revised policy includes a number of policy changes relating to such matters as the excessive consumption of alcohol, challenge 21 proof of age schemes, licensing hours for the sale of alcohol, staff training and chill out periods.
The revised policy was adopted by the Council in December 2007. The policy will remain in existence for a period of 3 years and will be subject to review and further consultation before January 2011. However, following consultation, the Council may make revisions to it as deemed necessary.
